For nurses planning to work in the UAE, the licensing process starts with one critical decision: applying under the correct professional title. Registered Nurse, Assistant Nurse and specialty nursing pathways do not follow identical requirements, and choosing the wrong title can delay the entire application.
A diploma-qualified nurse who applies as a Registered Nurse does not get a harder exam. She gets her application returned weeks later, after paying for verification. A nurse holding a specialty postgraduate certificate who applies as a general RN gives up a title she already qualifies for. Neither problem is about clinical ability, and neither surfaces until it is expensive.
This guide explains the UAE nursing licensing and assessment process across DHA, MOHAP and DOH, including eligibility, DataFlow, booking, preparation and licence activation. Prometric Guide is part of Alzantra International, whose licensing team also assists healthcare professionals with complete UAE licensing processing across the relevant health authorities.
Nurses applying for UAE healthcare licensing must first qualify under the correct professional title and authority. DHA and MOHAP use Prometric for nursing assessments, while DOH Abu Dhabi uses Pearson VUE through TAMM. Most applicants complete credential verification through DataFlow before booking, then sit a computer-based exam based on their approved nursing category. Passing the exam does not itself create a licence; employer activation is required before practice can begin.
Prometric Exam for Nurses in UAE: Quick Answer
Why Do Nurses Need a UAE Licensing Exam?
UAE regulators license nurses individually rather than through their employers, and the assessment confirms one thing: that you meet the emirate's minimum standard for safe practice before you touch a patient.
That framing matters. The exam tests applied safe practice, not everything from your degree, which is why patient safety, infection control, medication administration and scope of practice appear so heavily in every blueprint. It also explains where the exam sits: after your credentials are verified at source, and before any employer can activate your licence. Passing does not make you licensed. It makes you eligible.
UAE Nursing Licensing Authorities: DHA, DOH and MOHAP
There is no single UAE nursing licence. There are three regulators, and a licence from one does not authorise practice under another.
DHA (Dubai Health Authority) licenses nurses in Dubai. Applications run through Sheryan, the exam is delivered by Prometric, and results are typically uploaded within about two working days. See our DHA exam guide.
DOH (Department of Health Abu Dhabi) licenses nurses in Abu Dhabi, Al Ain and Al Dhafra. This is the exception nurses most often trip over: the DOH exam is delivered by Pearson VUE, not Prometric, with booking initiated through TAMM. Results appear within about 48 hours. See our DOH exam guide.
MOHAP (Ministry of Health and Prevention), still widely called MOH, is the federal authority covering the Northern Emirates. Prometric delivers the exam, and the eligibility letter has a limited validity window. Sharjah now has its own regulator, so confirm which body licenses your facility. See our MOHAP exam guide.
Choosing the wrong authority is a costly correction, since nothing transfers automatically. Alzantra can identify the correct authority for your employer and title before you pay anything, and our UAE licensing roadmap compares the three routes.
UAE Nurse Eligibility Requirements
Every authority publishes requirements by title, and for nurses those distinctions carry more weight than in any other profession.
Registered Nurse. Generally requires a bachelor's degree in nursing. This is the title most international nurses want and the one most commonly misapplied for.
Assistant Nurse. Diploma-qualified nurses are frequently directed here instead. It is a legitimate licensed title with its own exam, not a rejection, but it carries different scope and salary implications, so know before you apply rather than after.
Specialty Nurse. Under DOH, a Registered Nurse holding a postgraduate certificate in a recognised nursing specialty of at least one year's full-time duration can apply as a specialty nurse, provided she has a year of post-qualification experience in that area. There is no additional examination for the recognised specialty titles. Nurses with these qualifications regularly apply as general RNs simply because nobody told them the route existed.
Midwife. Assessed as a separate title with its own requirements.
Beyond the title, two checks apply everywhere:
Experience. Around two years of recent post-qualification clinical experience is the common baseline. Internship is usually excluded, and an unexplained practice gap can trigger additional requirements.
Registration and standing. Valid nursing council registration in your home country plus a Good Standing Certificate, usually issued within the last six months.
Alzantra maps nurse profiles against each authority's requirements so you apply under the highest title you qualify for, first time.
Documents Required for UAE Nursing Licensing
Almost every UAE nursing application asks for:
Valid passport, biographical page.
Recent passport-size photographs, white background.
Nursing degree or diploma certificate.
Mark sheets or transcripts with official university seal.
Postgraduate specialty certificate, where applicable.
Current, valid nursing council registration.
Good Standing Certificate from your registration council.
Experience certificates from all previous employers, on letterhead, stating position, department and exact dates.
Every one is verified at source. Four failure points recur: name variations between passport and degree, experience letters without verifiable employer contacts, expired Good Standing Certificates, and poor-quality scans that are simply returned. Alzantra reviews nursing document sets against the authority and DataFlow checklists before submission, which is where most avoidable weeks are saved.
DataFlow Verification for Nurses
DataFlow carries out Primary Source Verification for all three authorities, contacting your nursing school, previous hospitals and home nursing council directly.
Start it immediately. It is the biggest time variable in the process, typically four to eight weeks and longer where institutions are slow to respond. No authority will progress you to booking until verification is underway.
Hospital HR departments are the usual bottleneck. Request experience letters in the exact format required, with position, dates, duties and contacts on letterhead, rather than a generic reference. A PSV report can often be reused for a second UAE authority, subject to that authority accepting it. Alzantra prepares nursing document sets specifically for DataFlow submission.
Prometric Exam Pattern for Nurses in UAE
The assessment follows a consistent pattern across authorities, with each regulator setting its own pass mark.
Computer-based multiple choice, single best answer.
Typically 150 questions over two and a half to three hours.
Clinically applied scenario questions rather than pure recall.
No negative marking, so a blank scores the same as a wrong answer.
Results reported as Pass or Fail, with the score generally withheld.
The blueprint is broad and consistent in shape, typically covering fundamentals of nursing, medical-surgical nursing, pharmacology, infection control, maternal and newborn nursing, paediatric nursing, emergency and critical care nursing, professional ethics and patient safety. Two things follow: never leave a question blank, and because the blueprint is broad rather than deep, coverage matters more than mastery of any single area.
Attempts are limited, and this catches nurses out. MOHAP allows three, and a cancelled or no-show appointment can count as one, with a fourth typically permitted only after a year plus evidence of clinical experience. DHA allows three across the UAE health authorities, after which an additional qualification or roughly two more years of licensed experience is required. Alzantra builds and quality-controls nursing question banks and timed mock tests calibrated to DHA, MOHAP and DOH standards.
How to Book the UAE Nursing Licensing Exam
Booking is short once eligibility is issued, and the route depends on your authority.
DHA and MOHAP use Prometric: confirm your eligibility reference is active, select the authority, choose the nursing category matching your approved title exactly, pick a centre and slot, then pay and save the confirmation letter.
DOH does not use Prometric. Once the Department approves your application and you pay in TAMM, a scheduling link activates in your account and takes you to Pearson VUE.
Three things matter regardless of route: book four to six weeks ahead, since slots in India, the Philippines and Pakistan fill quickly; mind the eligibility window, as MOHAP letters typically run around six months; and only book a date you can keep. Alzantra can walk nurses through booking end to end so a clerical slip does not cost a fee or an attempt.
How to Prepare for the Prometric Exam for Nurses
Nursing exam preparation rewards breadth and format familiarity over depth.
Start from the blueprint for your authority and title. Weight your hours to the domains rather than the subjects you enjoy.
Work question-first. Begin each domain with questions, find what you cannot answer, then read to fill that gap.
Solve questions daily. Fifty to a hundred MCQs a day works, provided you review the explanations.
Drill medication calculations deliberately. Dosage and med-math questions are high-yield and consistently under-practised, and they are the most securable marks on the paper.
Master standard precautions, infection control and patient safety, which recur across every authority's paper.
Know your scope of practice. Several questions turn on what to escalate rather than manage independently.
Sit full timed mocks. Pacing fails at question 100, not question 10.
Allow eight to twelve weeks alongside shift work.
Material quality decides outcomes here, and nursing is where free question banks most often contain wrong keys. Alzantra's nursing question banks are written and clinically proofread to authority blueprints, with explanations that teach the reasoning. Our Prometric exam preparation guide sets out the study plan.
Prometric Exam Day Tips for Nurses
Arrive 30 minutes before your start time. Late arrival generally means no admission and a forfeited fee, which on a three-attempt exam costs far more than the money.
Bring the right ID. An original, valid, non-expired government-issued photo ID with your signature, in English characters, with a name matching your registration exactly, plus your printed confirmation.
Expect security. Check-in includes the centre log, a biometric capture, a photograph and a physical check, and everything goes into a locker.
Take the optional tutorial. It does not consume exam time.
Hold your pacing checkpoints. If a question is not yielding in ninety seconds, answer, flag and move on.
Answer every question before the clock runs out.
What Happens After You Pass the Nursing Licensing Exam?
Passing does not make you a licensed nurse. It makes you eligible, and the remaining steps sit largely outside your control.
The result lands in your authority portal as Pass or Fail.
The authority issues your eligibility letter, valid for a limited window.
You secure employment with a licensed facility in that emirate.
Your employer submits the activation request and you consent through the portal.
The licence is issued, typically requiring an employment contract, malpractice insurance, Emirates ID and a work permit.
Practice may begin only after activation.
Plan for four to six months from first application to active licence. Obligations continue once licensed: DOH nurses, for example, must maintain at least 20 CME or CPD credits per year. If you did not pass, do not repeat the same preparation given how few attempts you have. Alzantra can help rebuild a targeted plan around the domains that let you down.
Prometric Exam for Nurses in UAE FAQs
Is the nursing exam the same for DHA, DOH and MOH?
No. Each authority owns its exam and pass mark, and results are not transferable. DHA and MOHAP use Prometric; DOH uses Pearson VUE.
Can I take the exam from my home country?
Yes. Both providers operate centres in India, the Philippines, Pakistan and elsewhere, so you can sit it before relocating.
I have a nursing diploma, not a degree. Can I still apply?
Usually yes, but often under the Assistant Nurse title rather than Registered Nurse. Check your target authority's requirement before applying.
Do I need a job offer before the exam?
No. You sit the exam and obtain eligibility first. Employment is required later, at activation.
How many attempts do I get?
Generally three. On the MOHAP route a cancelled or no-show appointment can count as an attempt, so book carefully.
Does a Dubai nursing licence let me work in Abu Dhabi?
No. Each licence is emirate-specific, and moving generally means applying to the new authority.
Next Steps
The Prometric exam for nurses rewards getting two things right early: apply under the highest title you genuinely qualify for, and build a document set that survives verification first time. After that, prepare broadly across the blueprint, drill medication calculations, and sit enough timed mocks to know your pacing before the day.
For nurses who need support beyond exam preparation, Prometric Guide's parent organization, Alzantra International, also assists with end-to-end UAE healthcare licensing processing across the relevant health authorities, including title review, DataFlow preparation, application guidance and licence activation.
Fees, timelines and requirements change. Always confirm current details on your licensing authority's official portal before making any payment.
